Senior Research Fellow/ Research Fellow, International Food Policy Research Institute (IFPRI), Ethiopia - Ministry of Agriculture and Rural Development

Job Description: The International Food Policy Research Institute (IFPRI) seeks a qualified candidate to serve as a Research Fellow/Senior Research Fellow and Program Leader of its country strategy support program in Ethiopia for a two year, fixed-term, renewable appointment. The position will be based in Addis Ababa, Ethiopia and reports to the Director of the Development Strategy and Governance Division. The final grade level will be determined by demonstrated experience and track record of publications.



The Ethiopia country strategy support program aims to enhance Ethiopian capacity for evidence-based policy making in the areas of agriculture and rural development and poverty reduction. It supports research and capacity strengthening for the implementation of country’s national and state development strategies. It addresses policy effectiveness and coherence within the agricultural sector as well as between the agricultural sector and other sectors key to economic growth and poverty reduction in that country. Key research and capacity strengthening activities will be carried out with a broad array of stakeholders, including the Ethiopian Development Research Institute, Ministry of Agriculture and Rural Development, other concerned national and regional government departments, universities, key research institutes, and selected private sector and nongovernmental organizations.

Essential Duties:
The Fellow/Program Leader will be responsible for a) leading IFPRI’s country strategy program in Ethiopia, b) conducting research, policy advice, capacity strengthening and policy communications. It is anticipated that the Fellow/Program Leader will allocate about 30% time to program management and 70% of time to research and capacity-building activities related to the country program. The Fellow/Program Leader will be responsible for the timely completion of research projects, actively publishing papers/books, and participating in various conferences, policy advisory forums, and capacity strengthening training programs. The leadership role includes the following responsibilities:

• Program management:The Fellow / Program Leader will work with other program leadership to: recruit and manage local office staff, manage program resources, update annual work programs, report against annual performance target, and maintain regular communication with IFPRI-Washington. In addition, s/he will assist in: coordination with a national advisory committee, recruit national collaborators; and manage and monitor national collaborator and IFPRI researcher activities.
• Research/Capacity Building:Based on identified program of work, leading or participating in specific empirical research on special studies, organizing or providing support to targeted training programs, and coordinating with Washington-based and in-country staff on specific research and training activities that fall within the country program. Also, building on these research activities, peer reviewed publications are expected from the Fellow / Program Leader.
• Policy Communication and Liaison: Maintaining active policy communication with national counterparts through a regular policy seminar series, policy briefs and discussion paper series; establishing active links with various national research institutions; reporting of program outputs and results to national advisory committee as required; liaising with donors on regular basis.
• Fundraising/Resource Mobilization: Through an active in-country presence, identify additional research funding opportunities, respond to in-country needs, channel donor resources to available skills and expertise in IFPRI, and liaise between non-country program IFPRI activities and local donors, if needed (and requested).

Required Skills:
• Ph D in Economics, Agricultural Economics, Public Policy, Public Finance or closely related field.
• Five or more years of post-Ph D research and outreach experience in agricultural policy issues, with internationally recognized publications.
• Strong commitment to training and capacity building; experience in policy making or advisory position, and strong team-building and networking skills.
• Knowledge and experience working in Africa, preferably Ethiopia.
• Ability to work across disciplines and cultures
• Excellent written and spoken English.
